For a rail kit that will fit your 1999 Chevy Silverado, I recommend the Draw-Tite Gooseneck Trailer Hitch Installation Rail Kit # 4454. This kit will use existing holes in the truck's frame for a no-drill installation and all of the necessary hardware is included. This kit is designed to work with Draw-Tite, Hidden Hitch and Reese gooseneck hitches. If you are able to tell me the manufacturer or model of your existing gooseneck hitch, I will be happy to confirm if this will work.
I have attached the written installation instructions on this kit that you can also check out.
