Are Heater Pads Self-regulating or is a Thermostat Needed?

I was told your #277-000164 are thermostat controlled, automatically coming on at 45 degrees Fahrenheit and off at 67 degrees Fahrenheit. Are the smaller #277-000161 and #277-000162 also thermostat controlled the same way? Is the thermostat built-in or an external unit separate part to buy?
