Can this hitch extender be used to mount a mobility cart platform carrier that weighs 86 lbs. plus mobility chair that weighs 124 lbs?

This would depend on the specific class of the trailer hitch.
Because part # HE6000 will reduce the tongue weight capacity of your hitch by 50%, it needs to be rated for at least 450 pounds of tongue weight in order to carry your total 210 pounds of capacity.
This means that you'll have to have either a Class II rated for the maximum 525 pounds of tongue weight, or a Class III rated for 500 pounds or more.
