In researching this a bit further and talking to Keystone about the RV, I'm told the factory installed hitch is a Lippert Tri-Glide 21K. I can't find anything online to confirm that. Will the flex-air still work in this application?

As long as your 2012 Voltage 3950 RV has a Lippert 1621 pin box on it already the Flex Air part # LC328492 would fit as a replacement and work well. This was designed to match the height dimensions of the standard 1621 pin box like what you have so it would not add or remove any height.
For a 20k Reese hitch that would fit rails of your truck and work well the Reese M5 part # RP30928 would be a great option. It has a single hook jaw that holds the king pin very tight which will also help you have a smooth ride quality.
