My question is how do I remove tow bar brackets after installation of hardware mounted to pickup.

To remove the base plate arms for the Roadmaster EZ Base Plate Kit, # RM-52289-4, first you just pull the spring loaded pin located on the base plate arms. While pin is pulled, rotate the arm 90-degrees until the arm will slide out of the base plate mount that is installed on your vehicle.
To reinstall the arm, push the arm into the mount tube until pin is depressed. Turn the arm 90-degrees until pin snaps and locks arms into place.
