The CIPA Universal Fit Towing Mirror part # CM11980 are sold individually. You will need to purchase two in order to use them on both the drivers and passenger side of your vehicle. These mirrors are a universal fit options and are designed to work with most factory side mirrors including your 2003 Chevrolet Silverado.
For a custom fit towing mirror, I recommend using the K-Source Snap & Zap Custom Towing Mirrors part # KS80800. In comparison to the universal fit towing mirrors, custom fit mirrors provide a more secure fit that's helps to reduce wind resistance and vibrations. These towing mirrors are sold in pairs.
I have attached a photo of what the custom fit towing mirrors will look like on your vehicle for you.
