Question:
Does the weight rating refer to the total capacity of the trailer? Were building a 3 7K lb axle boat trailer with a 15,000 lb boat.Thanks.

The capacity listed on the actuator is the limit of the total combined weight of the trailer and anything on it. This actuator has a 20,000 gross trailer weight capacity, and a 2,000 lb tongue weight capacity. As long as the combined weight of the boat and trailer does not exceed these limits, the actuator will perform properly.
Based on the weight of your boat this # T1777800 will have large enough towing capacities for your application.
Also, make sure that you are not exceeding the weight capacity of your truck or trailer.
