The Thule Stacker # TH830 referenced in your question can certainly be used to transport your paddleboard, as long as you secure it properly using the included ratcheting tie-downs and straps.
You will simply mount your paddleboard the same way you would kayaks on this system. I have included a video demonstration on this system so you can see exactly how everything works. The posts will use the included mounting brackets to clamp onto the existing roof rack crossbars on your vehicle. Just keep in mind that your paddleboards should not be longer than 10 feet.
