Question:
Why is it not recommended for the SE only ? I bought this car wanting to add a tow package? What is different with the SE?

According to the online owner's manual for your 2017 Toyota RAV4, it is not recommended for vehicle models with the SE grade to have a trailer hitch installed. It states that neither towing or using a hitch for accessories like bike racks or cargo carriers is recommended as simply stated, the vehicle is not designed for this.
While I cannot be sure of Toyota's exact reasoning for this restriction, based on my research it looks like it may have to do with the slightly different suspension design on the SE models. I do also recommend checking your copy of the owner's manual, as your specific vehicle model might have different specifications.
If you do wish to install a trailer hitch, the etrailer Trailer Hitch Receiver # e98864 is a good option and is confirmed to fit. I have attached the written installation details and an installation video that you can use for reference.
