The installation instructions say that if you are using a non-trailer load such as a bike rack, AUXILIARY STABILIZING STRAPS are required or the warranty will void. I take it these are straps not provided with the hitch that somehow attach to the car, but can you clarify how I am to use these? Do they come with the bike rack, or come separately? I plan to buy the hitch for use with bike racks and/or cargo carrier, but want to make sure I understand how these straps are used and what they look like before committing. Thanks!

Curt does indeed require the use of a stabilization strap # 18050 when using trailer hitch # C11487 with a bike rack or cargo carrier on your 2006 Scion xB. I have included a link to a video showing how the strap works. The strap does not come with any bike racks. Unfortunately there are no other hitch options compatible with your vehicle that will allow you to carry hitch mounted accessories.
Since you will be using the hitch for a bike rack or cargo carrier then you have to make sure the accessory is rated for use with a Class I trailer hitch. Also, with a bike rack, you are limited to 2 bikes maximum on a Class I hitch.
For a compatible bike rack I recommend the Curt 2-Bike Rack for 1-1/4" and 2" Hitches, # C18085. This rack is very versatile since it holds the bikes at the wheels.
For a cargo carrier I recommend 20x48 Curt Cargo Carrier for 1-1/4" and 2" Hitches - Steel - 300 lbs Item # C18110. The rise in the shank will provide better ground clearance than a model with a straight shank. I have included some links to videos on the parts listed above.
