Let me start by saying the only thing you absolutely need for the Yakima HangOut Bike Rack # Y02637 on a 2015 Jeep Renegade is the HangOut itself. Everything else you mentioned is optional, but will certainly upgrade the rack.
The SKS Cable # Y07233 is essentially a cable bike lock that uses Yakima's Same Key System Lock Cores # Y07202. This way all the locks you use with Yakima products use one key instead of having a bunch of keys for a bunch of products. The SKS cores can be keyed alike with other products that you may have or add later. This cable is to lock the bikes to the HangOut.
The Security Strap # Y02623 is to secure the rack to your Jeep. It loops around any part of the rack you can fit it and then secures within the hatch of the Jeep. The hatch closes on the strap not letting the other end of the strap out of the vehicle so the rack is attached to it.
The Tube Top Adapter Bar # Y02531 is for bikes that do not have a straight cross tube like a typical men's bike has. That tube is what hangs on the HangOut's cradles and if the bar isn't straight (Like on a women's bike) there may not be enough room for the rack's arms to fit within the frame. Or if the arms do fit the bike will likely not hang level. The adapter bar installs between the handle bar stem and the seat post creating the straight, horizontal cross tube.
I've linked videos of most of the products that you may find helpful as well.
