When the Hayes Blackbird Time-Delayed brake controller displays the error code OC this means that the controller senses that it has lost its electrical connection to the trailer's brake circuit.
This code could be caused by many things: trapped water, dirt or corrosion inside the vehicle socket or trailer plug, or it could be due to a loose physical connection at the 7-way or at the blue wire at the back of the controller. The blue wire carries the output signal from the controller to the trailer brake circuit so a check of all of the wiring for the brake circuit is the way to go.
Check for any foreign material in the Silverado's 7-way socket and also check the contact at the 5-o-clock position (please see the linked photo). Check for a bent or damaged pin or any signs of corrosion on the actual contact surface. Trace the brake circuit wire up as far forward as you can to see if you can find any loose connections or damaged wire.
Repeat the check on the trailer's 7-way plug. Sometimes corrosion will start on the inside of a connector where it can be really hard to spot. This can happen though so give the truck socket and trailer plug a real good inspection. If you do find any signs of corrosion you can try a spray-on electrical contact cleaner or simply replace the connectors.
If you are using a quick-connect adapter # HA81781-HBC that plugs in under the dash also check the condition of the contacts on both ends of that wiring adapter. You can also refer to the two linked articles for additional troubleshooting help.
