Can 4 Kayaks Be Carried with Thule Stacker

Question:
The info says this holds 4 kayaks so do I get two pairs because that is the only way I see that it would hold 4. Thule The Stacker - Rooftop Multi-Kayak Carrier

Thule does state that the Stacker part # TH830 can carry up to 4 kayaks at a time.
I attached a diagram I took from the install instructions that shows how one Stacker can be used to secure 4.
