Yes, the Roadmaster Tow Dolly with Electric Brakes # RM-2050-1 can be used to tow your 2013 Toyota Camry.
The Roadmaster Tow Dolly couples to a 2 inch hitch ball and does come with the wiring for the lights and brakes. You will need to purchase the appropriate connector for the wiring so that it will be compatible with the connector on your RV. If your RV has a 7-Way connector then you will want to use the Optronics 7-Way # A7WCB for the Tow Dolly. If your RV has a 6-Pole then you will want to use the Pollak # PK11604. The functions of the different wires on the Tow Dolly are as follows:
White - Ground
Brown - Taillights/Running Lights
Yellow - Left Turn/Stop
Green - Right Turn/Stop
Black - Power for Brakes
