The Curt receiver for the Chevy volt is limited to 100 lbs. The two bike Curt rack is cantilevered in the receiver is that considered in the weight limits for the Volt receiver weight limits?

The tongue weight rating of the Curt Class I Hitch # C11221 is 100 lbs. This means the max weight of anything installed in the receiver opening is 100 lbs. For an example, with a hitch mounted bike rack, the total weight of the bike rack and the bikes cannot exceed 100 lbs.
Because of the light weight capacity of your hitch and car, I recommend a rack like the NEO2 # B01748. The BikeWing has a total weight of 15 lbs. This rack can carry two bikes with weight capacity of 40 lbs per bike. As long as you do not exceed the 100 lbs tongue weight rating, this rack would work well with the Curt hitch.
