Current wheelchair carrier drags ground and I was looking at part D210 this would raise hitch up. Is there a part that does this without the lower trailer hitch?

The D210 is the only option that accomplishes what you are interested in doing and does not cut the hitch capacity by 50 percent so that is why we recommend it so much.
