For your 2003 Jeep TJ you can use the wiring harness # 118409. This will provide you with a 4-way trailer connector. Then to add a 7-way use # ETBC7. The # ETBC7 will also include everything you need to wire your Jeep for a brake controller.
For a brake controller I suggest the Prodigy P2 # 90885. This is one of our best selling brake controllers ever because of how easy it is to use and how reliable it is. There isn't a custom wiring harness for your Jeep so it will need to be hardwired in. I've included a link that shows how to install the P2 along with the # ETBC7.
If you also need a ball mount the B&W Tow & Stow # BWTS10033B is an adjustable ball mount with two hitch balls. It'll provide either 3 inches of drop or 3-1/2 inches of rise. The best part about it is it will flip under the hitch for storage when not in use. If you'd also like a locking hitch pin you can use # BX8858.
