Considering purchasing 2011 Dodge 3500 Dually Laramie Longbed Quad Cab - is it possible to install the hitch like Ford does by ping in the bedliner and taking out so the bedliner can be used without the hitch

Yes, you would need to get a Reese M5 Series 5th Wheel Trailer Hitch - 27,000 lbs, part # RP30922, and a Under-Bed Rail and Installation Kit for Reese Elite Series 5th Wheel Trailer Hitches, part # RP30074.
This is the same style hitch you are referring to that the new Ford trucks have that utilizes a puck system that allows for quick and simple hitch removal.
You will need to remove two 4 inch by 19 inch sections of your bed liner in order to complete this installation, check out the picture to the right to see a diagram I took from the instructions that shows how the bed liner will be modified.
