Will this part fit all 2016 Explorer models or just those with a factory installed towing package?

The T-connector trailer wiring harness # 118540 will plug into a 2016 Ford Explorer that doesn't have the factory tow package, but all of the functions may not work: specifically, the 12-volt circuit, trailer brake circuit, and reverse light circuit.

To see if these functions work on your Explorer you can use a circuit tester such as # PTW2993 or a meter if you have one and test the pins on the harness where the T-connector would plug in. If there is no constant 12-volt circuit, then you will only have the basic light functions operable on the harness.

The recommended way to add a 7-Way if the vehicle does not have a factory tow package is to first install a 4-Way, # 118540, and then use # ETBC7 to add the 7-Way. I have included some links that show and explain the ETBC7 installation for you.
