The Curt Cargo Bag # C18221 is designed to be used on roof racks but there's no reason you can't have it in the bed of your Toyota Tacoma. I don't know if the straps will be able to reach any tie-downs in the bed but you can use some additional straps, like # EM08200, to make it work.
