Is it designed to protect the rim?

The HitchMate TireStep # HE4040 does not have any additional parts intended to protect your vehicle's rim. However, we haven't had any customers experience this issue using it.
Another option is the Powerbuilt Adjustable Tire Step # ALL647596 which does include rubber bumpstops to protect your tire and rim.
