Are the Hopkins 20099 and 20400 breakaway kits the same except for the way the box mounts to frame?

Yes, both Hopkins trailer breakaway kits you referenced, parts # 20099 and # 20400, are complete and equivalent breakaway kits that differ only in the manner that they mount to the trailer. Part # 20099 mounts on the side of the trailer frame while part # 20400 can mount to the frame or to the trailer jack. I have linked in installation video for both kits as well as a helpful article.
