Replacement Wheel and Tire to Replace 14.5x7 Tire Size

I have the 14.5 x 7 tires on my flatbed trailer that are 25.5 inches tall and cant be any taller ..clearance reasons are these tires available

Probably the best option we would have would be to replace the wheel and tire together. The closest overall diameter wheel and tire we have would be the size 145/80-12 which is overall 21.3 inches.
If you need a 4 on 4 inch bolt pattern you would need the part # AM35351DX or for 5 on 4-1/2 inch bolt pattern the part # AM31199DX.
