Does the Replacement Non-Locking Ratchet Arm Assembly for T2 Come with the nuts and bolts for attaching the Hook for Bike Frame?

Replacement ratcheting arm # 753357902 for the T2 Classic bike racks (not to be confused with the original T2 or the T2 Pro) does not come with the hardware or the hook. It is just the arm. The hook by itself is # 753-3583, the screw used is # 853-5972, and the nut is # 853-5973.
