Why Can't the Thule Hullavator Be Used on Factory Roof Rack Crossbars

Can I use the Thule Hullivator on factory installed cross bars?

The Thule Hullavator part # TH898 cannot be used on factory bars because it requires a bar that sticks out past the feet of the rack by 4 to 8 inches and factory racks have their bars flush with the feet of the rack.
Also not all factory racks would be strong enough for the higher amount of stress this rack puts on crossbars.
