Can a 200 lb. person stand on top of the fender?

The weight capacity for the Redline Plastic, Single-Axle Trailer Fender, part # PF11X35W is 200-lbs.
200-lbs is at the maximum weight capacity of the fender so I would really be cautious about standing on it, but it should be able to handle the weight for occasional use.
