hi, Will the 2007 Toyota RAV4 Hollywood Racks SR1 2-Bike Carrier - Spare Tire Mount fit over the tire cover or does the tire cover have to be removed?

The Hollywood Racks Spare Bike Rack part # HRSR1 is designed to install on tires that do not have covers on them.
On your vehicle you would need to remove the spare tire cover.
