Is this the spring that pushes the collar/sleeve forward or the one that pushes the wedge out to lock the coupler open?

The spring part # CA-5196-SPR that you referenced is the spring of the coupler like part # CTA-196 that pushes the parts of the coupler apart when the sleeve is pulled back.
I attached a picture that shows a very similar Bulldog coupler. You can see the spring in the picture. The referenced spring is the same application as what you can see in the picture.
