While both the Draw-Tite # 24902 and Curt # C11303 trailer hitches are considered no drill for your 2011 Hyundai Elantra we've been informed that some may have a drilling component due to different plants making this vehicle and they varied the position of the access holes per plant. You at most will need to drill a hole in the frame or drill to enlarge the access hole for the hardware.
I would recommend the Draw-Tite hitch over the Curt hitch, because to be covered under Curt's warranty you will need to use a stabilization strap # 18050 with any non-trailer load like the cargo carrier you're wanting to carry. The Draw-Tite hitch will not require this strap and will therefore give you one less thing to secure before getting on the road.
A great cargo carrier and cargo bag for your 1-1/4 inch hitch is the Reese # 63155 and the etrailer Cargo Bag # e98990. This 20x47 inch cargo carrier has a raised rail and will work great with the etrailer cargo bag, whose straps will secure nicely around the raise rail. It's important to note that even though the cargo carrier is capable of 300lbs you will be limited to your lowest rated component which may end up being your vehicle. The hitch itself is rated for only 200lbs of tongue weight. You will want to check your placard in your driver's door for the maximum tongue weight that your vehicle can tow. The carrier weighs 44 pounds so you would subtract that from your tongue weight to see how much cargo you can add. If your cargo carrier # 63155 has a compatible light kit # 20174 if your cargo blocks your vehicle lights.
