Question:

We have a Toyota RAV4 with a 2inch receiver that is somewhat low to the ground. We also have a bike rack with a ball on the end to attach our tent trailer. The whole thing rides too low and bottoms out on even small inclines. We are looking for a riser that we can plug our bike rack into and then also be able to attach the trailer to the ball on the end of the bike rack. Most of the dual-receiver risers we looked at will allow you to raise the bike rack to the top receiver, but are accessory only, and cannot be used for towing. We need to lift both the bike rack and the trailer to get adequate ground clearance. We have seen a couple of items online that look like they would work, but they are available in USA only we live in Canada. Were wondering if they might be illegal in Canada since we cant seem to find anything here. The trailer is very light. Any suggestions? Thanks!

Sounds like you are looking for something like the Curt part # D210. This has a ball mount platform on the bottom for towing and then a hitch opening up to for carrying a bike rack.

If you check out the review video I attached you can see this product being installed an used in a similar application as you need.
