If you have confirmed that the motor in your Lippert or Stromberg Carlson powered RV steps is good and that there are no mechanical issues with the step linkage (that could be causing the step to sometimes stop before extending completely), then the most likely causes for the issue are a bad wiring connection (that allows for intermittent contact), a problem in the control module or a bad door switch.
You can try bypassing the door switch to see if that allows the steps to extend fully. If so you can replace it with part # LC301694. My technical contact at Lippert advised there really is no way to troubleshoot the control module, but he also mentioned that on occasion the shaft in these steps' motors can become stripped. If you tested you would still hear the motor operate, and it could have enough force to move the steps a few inches, but then die out once the load becomes too great. If this is the case we offer replacement motor # LC301695 from Lippert which install with three bolts.
