Is the Weld-On plate for this jack Aluminum or Steel? I have an aluminum trailer I want to weld this on to,

The weld-on mounting bracket of the # F1413050334 is steel and not aluminum. This requires an aluminum plate to be fabricated when welding to an aluminum tongue.
The rest of the jack is aluminum.
