My best recommendation for your 4Runner and Scotty would be the 5-3/4 inch drop Curt Ball Mount # C45240 used in combination with the Swagman XCS # S64664.
This bike rack is specially designed to mount to a 2 inch ball mount which then will accommodate the low drop that your Scotty Sportsman requires to be level. The Curt ball mount has a longer shank which will accommodate the space needed for the bike rack and then a second mounting hole in case you choose to tow without the bike rack.
The Curt ball mount will have a 1 inch shank ball hole diameter, you will need a ball that is compatible to this two of our most common sized balls with 1 inch shanks are the 2 inch # 63845 or a 2-5/16 inch # 63847.
The lowest drop in a multipurpose ball mount in the style you were looking at is the 2-1/4 inches, which is part number # D210.
You will want to make sure your 4Runner itself and the 4Runner's hitch has the capacity for this heavier tongue weight with the bike rack and bikes loaded. This should be listed in your owner's manual or on a placard on the inside of your driver's door.
I have linked the recommended parts as well as a few videos of the bike racks for your convenience.
