Arms On Hollywood Racks SR1 2-Bike Carrier Spare Tire Mount Will Not Move

Question:
I purchased the Hollywood over spare tire 2 bike rack sr12. I have it installed but had a real hard time getting the arms to open up. I had to remove the bolts under the springs to get arms loose enough to open up. I cannot get them to retract at all. Is there an adjustment I need to make or something i need to do?thanks for the help

To move the arms you just need to push up on the spring loaded bolts to release the arms and swing them into place. That will move the arm up and allow you to move it freely back and forth. When you release the end of the arm with the nut and spring on it, the arm will not be able to move back and forth.
