Transmission coolers are universal fit items, they are not vehicle specific. So long as you have the space needed to mount it, this cooler can be used on your 1999 Sierra. The overall dimensions for this unit are 15-3/4 inches by 11-1/2 inches by 5 inches.
You should have plenty of space in front of your radiator that you could mount a traditional transmission cooler like part # D13502 or part # D13504. There is enough airflow over front mounted transmission coolers that a fan is not necessary.
