Yes, the Kuat Transfer bike rack part # KU24FR would fit and work well on a 2 inch hitch like the # C13563 installed on your 2008 Nissan Quest minivan. You still might take one measurement to be absolutely certain.
You will want to measure from the center of the hitch pin hole out to the furthest point out on the rear bumper. As long as that distance is less than 6 inches this rack would fit and clear. From the install pics I have seen of this hitch on your vehicle there should be no problem, but since I don't have the exact dimension, you should measure to be safe.
