The 2014 Scion tC uses a Class I hitch with a 1-1/4 inch receiver opening. Rather than the Curt # C11375, I'd recommend going with the Draw-Tite Class I hitch, part # 24921. The Draw-Tite model is almost identical in appearance, and has the same weight bearing capacity and install procedure at a slightly lower price.

The Thule Parkway 2 bike is no longer offered but was only compatible with a 2 inch receiver opening.

I'd recommend the Thule Camber, part # TH9058 which is a nicer rack because it includes anti-sway cradles that keep the bikes from swaying back and forth and because the tilting mechanism is nicer. Instead of removing a snapper pin that you'll eventually lose, you simply flip a lever to tilt the rack rearward to access the rear of your vehicle.

If you'll be transporting women's bikes or bikes with sharply-angled top tubes, you might also consider a frame adapter bar like part # 64005. The bar spans the distance between the handlebar gooseneck and the seat post, which provides a secondary attachment point for the bike rack. This allows the bike to be carried level, which maximizes ground clearance. I'll link you to a video showing how the adapter bar works.
