2006 town car signature with true dual exhaust. What is the solution to the exhaust hanger location and therefore interference with the hitch support?

I can help you with your hanger bracket on your 2006 Lincoln Town Car with dual exhaust when installing the Curt hitch # 13707.
Since your model has the dual exhaust you will need to relocate the hanger bracket. In the directions, which I've linked to this page for you, it shows how to adjust the rubber exhaust mount for the hanger. With parts separated rotate bumper hanger and reattach to hanger bracket, I've linked the image for your convenience.
There are a few more important notes mentioned for your 2006 Lincoln Town car in the directions. The external dress panel beneath vehicle must be removed and you will want to install spacers between vehicle frame and hitch to level the hitch assembly. Your 2006 Lincoln Town car requires the use of two spacer blocks at mounting locations near the bumper and one spacer block at the forward mounting locations.
