We can help you with a 4-pole wiring harness for your 1999 Toyota RAV4 but the Curt wiring harness you referenced, part # C55307, is not a fit for your vehicle. It fits the RAV4 starting with the 2001 model year. The correct Curt 4-pole harness for the 1999 RAV4 is Curt # C55486 or one of the other two options shown on the linked page.
Each of these harnesses will plug in inline with your taillight wiring at the back of each taillight assembly. It will be necessary to remove several trim components (scuff panel, floor coverings, storage covers and privacy screen). You'll separate the connectors on the car and insert the Curt harness connectors in between the vehicle wiring and the light assemblies. The wiring with the yellow wire goes to the driver's-side.
We do not happen to have an install video for any of these specific harnesses but the linked instructions will help you. Once you get to the connectors at the lights it will be pretty simple to separate them and match up the mating connectors from the Curt harness.
