How Does the Backing Plate of the Base Plate # 118-3 Install in Geo Tracker Frame

Question:
u slide the tubing on the 118-3 into the tubing on the frame then drill 1/2 inch hole in frame for the bottom of the 118-3 .How do u get the small late past the tubing because the tubing goes threw frame blocking room to slide the small plate back in the frame to bolt into The tubing goes threw both frames!

I checked the install instructions for the Roadmaster Base Plate Kit part # 118-3 that you referenced and in it they recommend removing the base plate from the frame once you drill the holes so that you can then insert the threaded backing plates and then the base plate itself.
