Will the curt roof mount cargo basket come with the bars to put on my car or do I have to buy them separately? I dont have any stock roof bars.

The Curt Roof-Mount Cargo Basket # C18115 does not come with the roof rack crossbars that it requires for mounting on a vehicle like your 2001 VW Passat. This particular roof basket requires that the two crossbars have one of three specific crossbar spreads: 15-, 22- or 29-inches apart measured at the centers of the two bars. Similarly, cargo basket # TH859XT from Thule is versatile enough to fit most crossbar spreads and configurations so no worries.

The best roof rack option for you is the Inno Aero-style roof rack which consists of the following parts:
