Where Does the Lock Washer Go when Installing Pedestal Mount Trailer Light ST51RB

Question:
The nut and lock washer go on the bottom of the mount but does the larger washer go on top of the trailer mount or below with the lock washer and nut?

When installing the Optronics pedestal mount light # ST51RB the nut, lock washer, and flat washer will all be on the bottom. I have linked a video review of this light for you.
