Could this be mounted on the outside of a travel trailer ?

You could install the mounting buttons of the Tow Rax Folding Table part # TWSP45HFTA that you referenced on the outside of a travel trailer. But due to its design that allows it to be easily removed when not in use I would recommend you remove the table before towing the trailer.
