What rear bike rack do you recommend for a Toyota Rav4 rear tire mount?

The spare tire mounted bike rack I recommend most often for the RAV4 is the Yakima SpareRide 2, part # Y02599. The SpareRide 2 is middle of the road price-wise, but provides features like a locking knob that fastens the rack to the vehicle and an integrated cable lock to secure the bikes to the rack. The rack even has integrated bottle opener for that after-ride soda or barley-pop.
All told, the SpareRide 2 provides many features at a good price. The rack is very highly rated by our customers, as you can see by looking through the customer ratings.
If you'll be transporting women's bikes or bikes with sharply-angled top tubes, you might also consider a frame adapter bar like part # 64005. The bar spans the distance between the handlebar gooseneck and the seat post, which provides a secondary attachment point for the bike rack. This allows the bike to be carried level, which maximizes ground clearance. I'll link you to a video showing how the adapter bar works.
