I have a 99 Tacoma SR5. After I bought the tacoma, I had a Hidden Hitch installed and the 2x2 receiver sits under the existing bumper. Will this part fit over the hitch receiver without any drilling or cutting on my part? Thx!

The Westin Fey bumper # 66001-93700 is sort of a universal fit item that could potentially cause interference with the hitch you have installed. You will need a bumper that is built closer to OEM specs for your 1999 Toyota Tacoma such as the Perfect Match bumper # 32018 to avoid any possible interference with the trailer hitch.
