We do have a Westin Fey bumper and install kit that fits your 1999 Toyota Tacoma with the part # 66001-93700 but the # 61000 you mentioned does not fit your truck.
If you prefer something that's looks like the original bumper we have the Westin Perfect Match bumper part # 32018 that would work great too. This one is black and we also have chrome # 31018. I attached an install video link for this for you to check out as well.
