When connected to a 2012 Toyota Tacoma with tow package, does part # H20046 have a position that will activate backup lights on trailer when vehicle is in reverse?

Yes, the center pin on trailer side wiring harness # H20046 is for reverse lights on the trailer. For this particular harness it is the yellow wire. But it will only work if the center pin is functional on your 2012 Toyota Tacoma. If you have the factory installed 7-Way on the Tacoma then it should be active.
