Expert Reply:
The 78-13 tire size could be a 175/80-13 or a 185/80-13 size. The difference in size is going to be mostly in the section width. A 175 is 7 inches wide and a 185 is 7.2 inches. The difference is height between the two sizes is only 0.3 inches. Both sizes fit 4-1/2 to 5-1/2 inch wide wheels.
For a 175/80-13 you could use load range C tire # TTWTRTM1758013C rated for 1,360 pounds at 50 psi. For a load range D use # AM10210 rated for 1,610 pounds at 65 psi.
For a 185/80-13 we only have a load range D, # AM1ST79, rated for 1,725 pounds at 65 psi. I have linked some videos on these tires and a couple of helpful articles on trailer tires for you.
