Can this bike rack accommodate bikes with fenders?

The Yakima HoldUp you referenced isn't a good choice for bike with fenders. The ratcheting hooks can't be tightened enough to get a good hold on the front bike wheels.

For bikes with fenders a better choice would be one of the following bike racks. The Thule Doubletrack Pro XT Bike Carrier, item # TH92BJ, will accept bikes up to 35 pounds each and is also a high quality rack that comes with locks to secure the bikes to the rack and the rack to the vehicle. As a bonus, the rack can fold up against the rear of the vehicle when the bikes are removed.

The Swagman XTC2 Wheel Mount Bike Rack, item # S64670 would be a good lower cost option . This rack has a weight capacity of 35 pounds per bike and is more economical than the above mentioned racks but is a very good rack and secures the bikes well at the rear of the vehicle. The rack does not fold and the hitch and cable lock is sold separately as # S64031.
