Question:

Do you have a breakdown of which states allow the safety chains to be hooked directly to the gooseneck plate and which states do not. For the states that do not allow the safety chains attached to the plate where would you hook them.

I do have a solution but I do not have a state by state breakdown of which ones will allow you to attach the safety chains directly to the gooseneck plate such as # RP58079.

The safe bet is to just assume that none of the states allow it. Then you could use safety-chain attachment # RP50223 which will install on the rails.
